Step 1:
Go to the search bar and type: bing webmaster tools
Step 2:
Click on your first result, which is the official website of Bing, as shown below:

Sign In/ Sign Up to webmaster page opens, if new sign up:

Get in with your account with GOOGLE, Microsoft, or Facebook:

After Sign up, the Welcome page appears as shown below:

Add your site URL in the box area, which displays "Enter your site URL" as shown below with a red arrow, and click "ADD" :

Choose the HTML meta tag option from the list of ways of verification as shown below :

Copy the HTML Meta tag:

Go to your blogger dashboard and click on the "Theme" option:
